Description:

  • We seek a highly seasoned, energetic and self-directed IT professional to provide expert solution design and solution integration oversight supporting cross-functional, multi-regional projects in Health Plan IT portfolio, including key projects involving Health Insurance Exchange implementations as mandated by the Affordable Care Act (ACA).

Key Duties & Responsibilities:

  • Closely partner with numerous constituencies to ensure appropriate level of communication, coordination and collaboration to get the work done by the ACA federally mandated deadline or business need by date.
  • These may include Business teams, IT PMO, national portfolio application delivery teams, regional application delivery teams, and IT support groups, as well as external vendors and governmental agencies.
  • Responsible for the overall content, quality, timeliness, and correctness of solution design work products, following SDLC processes, and in collaboration with solution consultants on application and business teams.
  • Ensure requirements, design and overall solution from various work streams are appropriately aligned and integrated across impacted systems and state/federal health insurance exchanges.
  • Provide integrated systems planning and recommend alternative technologies that will enhance current or anticipated IT capabilities that support overall business goals.
  • Support review and design of concepts for new systems or capabilities and develop & document the technical design for integration and implementation of identified solutions.
  • Provide logical/physical design input to enable integration of new systems into current infrastructure.
  • Provide technical expertise, direction and support to implementation teams on key design and integration considerations and approaches.
  • Support program Change Request process, including analysis & triage, impact assessments, solution alternative analysis, and formulation of recommendations.
  • Identify, monitor, track and report on program-level design and solution inter-dependencies (start and finish relationships) and their impact to the program.
  • Ensure cross work stream scope and solutions are aligned, and track and manage any identified gaps.
  • Manage design and solution related risks and issues, and develop appropriate impact analysis and mitigation strategies.
  • Provide input to program status reports for assigned work components and other communications or presentations as needed.
  • Establish and maintain appropriate level of communication with business partners and other stakeholders while managing expectations.
  • As needed, initiate, facilitate and manage escalations to next level leadership.
  • Follow and ensure alignment with IT standards and processes.

Skills:

  • Support State Exchange and FFM implementations which include:  participating in technical State Exchange and FFM meetings and capturing/communicating information relevant; assessing impact and specifically IT impact of Exchange or Business-driven changes; partnering with Requirements team to identify new requirements and providing final specifications to Design team; and reviewing/ updating application logical solution design documents to reflect changes.
  • Perform solution analysis and follow-up for Change Requests and prepare appropriate documentation for presentation to program Change Control Board.
  • Provide solutioning expertise and technical guidance to Design, Development, and Test teams.
  • Support handling of production issues and incidents from intake and triage, to resolution, with interim progress tracking and reporting.
  • Perform and support other assigned tasks as needed.
  • Hands-on Solution Analysis & Design experience in large, complex business application implementations, preferably in a lead role, including addressing multiple diverse integrations, technologies, and platforms.
  • Experience with Exchange implementations, preferably ACA Exchanges.
  • Strong critical thinking and problem-solving skills.
  • Strong ability to communicate (verbal and written) technical concepts, issues or material to non-technical audiences, including Executives.
  • Strong ability to work productively as an individual contributor and collaborating with others in a large organization setting, including remote team members.
  • Hands-on Solution Analysis & Design experience in large, complex business application implementations, preferably in a lead role, including addressing multiple diverse integrations, technologies, and platforms.
  • Experience with Exchange implementations, preferably ACA Exchanges.
